威海仲裁委员会成立于1995年12月29日，是由威海市人民政府组建的仲裁机构，是威海唯一的解决平等主体的自然人、法人和其他组织之间合同纠纷和其他财产权益纠纷的仲裁机构，其职能是：根据当事人订立的仲裁协议，依法、独立、公正、快捷地为当事人解决各类合同纠纷和其他财产权益纠纷,尊重当事人的意愿,充分保护当事人的合法权益,促进社会主义市场经济健康发展。威海仲裁委员目前业务涵盖的领域为：房地产、建设工程、金融、知识产权、海事海商、贸易、国际仲裁、公司、其他民商事争议。威海仲裁委员会累计受理各类民商事纠纷案件1万逾件，涉案标的额逾150亿多元。

The Weihai Arbitration Commission (WHAC) was established on December 29, 1995, by the People's Government of Weihai Municipality, as the sole arbitration institution in Weihai for resolving contractual disputes and other disputes over property rights and interests between natural persons, legal persons, and other organizations with equal status. Its mission is to resolve various contractual disputes and other disputes over property rights and interests for parties, based on their arbitration agreements, in a lawful, independent, fair, and efficient manner and guided by the wishes of the parties, to fully protect their legitimate rights and interests, and promote the healthy development of the socialist market economy. The WHAC's current scope of services covers real estate, construction engineering, finance, intellectual property, maritime affairs, trade, international arbitration, corporate disputes, and other civil and commercial disputes. WHAC has handled more than 10,000 cases of various civil and commercial disputes, with an aggregate value exceeding RMB 15 billion.

为贯彻落实党中央、国务院关于提升仲裁委员会国际竞争力的决策部署 ，及《威海市推进城市国际化战略行动计划（2021-2023年）》建立国际商事仲裁平台，提升城市整体商事仲裁环境的规定。2023年6月，第六届威海仲裁委员会第二次会议决定成立威海国际仲裁院。威海国际仲裁院系威海仲裁委员会派出的办事机构，聘任刘克江先生为院长，工作职责为：宣传推行国际商事仲裁法律制度，组织开展涉外法律知识培训，办理涉外仲裁案件，承办《威海仲裁委员会仲裁规则》有关涉外仲裁条款补充修改完善工作，建设专业化、国际化的涉外仲裁员队伍。威海国际仲裁院坐落于威海市经济技术开发区“一站式”公共法律服务中心，面积540平方米，借鉴知名仲裁机构经验打造了线上立案、线上庭审等先进的硬件设施，同时，根据威海仲裁实践的新情况新发展，在刘克江院长的帮助下，修改制定了《威海仲裁委员会/威海国际仲裁院仲裁规则》，专章针对涉外案件受理、仲裁地、临时措施、紧急仲裁员、仲裁庭的组成、答辩及反请求、开庭通知、仲裁庭调解、裁决作出期限、法律适用等作出规定。

In June 2023, the Second Meeting of the Sixth WHAC adopted a resolution to establish the Weihai International Arbitration Court (WIAC), in order to implement the decisions and arrangements of the CPC Central Committee and the State Council for enhancing the international competitiveness of arbitration commissions. This also fulfills the requirements for establishing an international commercial arbitration platform and elevating the overall commercial arbitration environment as set forth in the Strategic Action Plan of Weihai Municipality for Promoting City Internationalization (2021-2023). WIAC is an operational agency under WHAC, with Mr. Liu Kejiang appointed as its President. Its responsibilities include promoting the legal system of international commercial arbitration, organizing training in foreign-related legal knowledge, and handling foreign-related arbitration cases. Additionally, WIAC is also tasked with supplementing, amending and improving foreign-related arbitration clauses in the Arbitration Rules of Weihai Arbitration Commission, and building a professional and international team of arbitrators for foreign-related arbitration. WIAC is located within the "one-stop" public legal service center in the Weihai Economic and Technological Development Zone (WHETDZ), spanning an area of 540 square meters. Inspired by the practices of renowned arbitration institutions, it is equipped with state-of-the-art hardware facilities such as online case filing and virtual hearings. Meanwhile, taking into account the new developments and circumstances in Weihai's arbitration practice, and with the aid of President Liu Kejiang, WIAC has formulated the Arbitration Rules of Weihai Arbitration Commission/Weihai International Arbitration Court, which set out rules on foreign-related case acceptance, seats of arbitration, interim measures, emergency arbitrators, composition of arbitral tribunal, defense and counterclaim, notice of hearing, mediation by tribunal, time limit for rendering award, and applicable law.

2024年，威海国际仲裁院通过“一带一路”律师联盟，增聘了89名通晓国际仲裁规则、善于处理涉外经济贸易事务的人员担任仲裁员，提升了处理涉外仲裁业务的能力。现威海仲裁委员会/威海国际仲裁院共聘有仲裁员620名，其中境外及港澳台地区仲裁员60名，打造了一支国际化、专业化的高标准涉外仲裁员队伍，能够为当事人提供具有国际水准的仲裁服务。

In 2024, through the Belt and Road International Lawyers Association, WIAC appointed 89 additional arbitrators proficient in international arbitration rules and adept at handling foreign-related economic and trade affairs. This has significantly enhanced its capability to handle foreign-related arbitration cases. Currently, WHAC/WIAC has a team of 620 arbitrators, 60 of whom are from overseas, Hong Kong, Macao, and Taiwan. This international team of outstanding and professional arbitrators is capable of providing world-class arbitration services to parties to foreign-related cases.

威海国际仲裁院将全面融入威海国际强市布局，延伸服务触角，深化和行业协会的交流协作，针对行业和市场主体需求，帮助企业建立健全法律风险防控体系。聚力开放平台建设，以经区智慧谷发展园区和威海综合保税区为切口，积极融入公共法律服务体系，为市场主体提供专业化、便利化、个性化的仲裁服务，力争成为面向东北亚的国际争议解决优选地。

WIAC is fully integrating into the strategic layout of Weihai's international development. By extending its service outreach and deepening collaboration with industry associations, it aims to help corporations establish robust systems of legal risk prevention and control by meeting the needs of industries and market entities. With a focus on developing into an open platform, WIAC is actively integrating into the public legal service system, starting from the WHETDZ Wisdom Valley Development Park and Weihai Integrated Free Trade Zone. WIAC offers specialized, convenient, and personalized arbitration services to market entities, as it strives to become a preferred venue for international dispute resolution in Northeast Asia.
